WinCVS is a client application of CVS which runs on Windows and MAC. It can be obtained from wincvs.org and does not require any license.
WinCVS 1.0.6has been installed at CERN in "\\cern.ch\dfs\Experiments\sw\contrib\WinCvs\1.0.6\wincvs.exe". If your PC is connected to the CERN network, you can start it by simply typing "wincvs" at the DOS prompt.

you *redistribute* it, you still don't need approval, but you
need to do certain things (like make the source available).
