puppet windows客户端请求报错

大家好：
我用的 3.3.2，master为linux，客户端windows 7

连接报错。

D:\Program Files (x86)\Puppet Labs\Puppet\bin>puppet agent --test busap-test201

这是怎么回事呢

试了win7 和 win2003都这错误，master是用的nginx + passenger

是字符设置的问题么 ？服务器端的字符集设置有问题吧？
