strtotime 的第二个参数到底是什么意思？

W3Cschool 上说是用来计算返回值的时间戳。如果省略该参数，则使用当前时间。

我试了一下echo strtotime('2015-13-23', time());
echo strtotime('2015-13-23', 0);输出的是一样的结果。
