Unknown qdisc "cbq", hence option "bandwidth" is unparsable
Error: Qdisc "cbq" is classless.
Error: Qdisc "cbq" is classless.
Unknown filter "route", hence option "to" is unparsable

centos 4.4

[root@gw ~]# uname -a
Linux gw 2.6.9-42.EL #1 Sat Aug 12 09:17:58 CDT 2006 i686 i686 i386 GNU/Linux

请问是为什么呢？

I suspect, that you didn't load appropriate kernel modules. For example, in order to use CBQ qdisc you should load sch_cbq qdisc:
好象可以打补丁的，CentOS 4.4版本
