我已经解决了，修改/etc/apt/apt.conf，将里面原有的网址替换成有效的IP即可。
比如我先ping us.archive.ubuntu.com，能够得到这个URL的有效IP，打开这个IP后界面提示使用80端口。然后把这些信息填到apt.conf里就行了
