PFRA 内存回收 get_scan_count

PFRA进行内存回收时会调用函数get_scan_count(zone, sc, nr, priority)获得本次要扫描的page数，在函数内部有一段代码一直不明白是什么意思，请知道的朋友帮忙说明一下
代码片段如下，内核版本为3.2.40：

不太明白是基于什么原理

粗略看起来是按比例来计算需要扫描多少anno page和file page，
这个比例除了跟swapness设置有关，还跟rotate/scan等历史统计信息有关（反比关系）。
最前面的/2可能是为了防止历史计数过大或溢出，同时让统计值仅针对最近一段时间有效。

注：不太确定rotate的确切含义，看起来至少包含从inactive list回到active list的数目。
还请各位补充。

其实就是对scanned/rotated表示的意思没有搞清楚。
另外，这段代码实现有没有什么理论依据或是相关说明？
