关于heartbeat中take over的问题？

我有A(192.168.1.14)和B(192.168.1.15)两台机器，
我在A、B上面都装了heartbeat软件，vip 是 192.168.1.20，2台机器来提供httpd服务的heartbeat.

现在的问题是：
当我在A机器上面用service network stop命令停掉A机器上的网络服务后，B机器能接管过来，httpd服务(192.168.1.20)还能正常访问。

不过当我重起A机器的时候vip 192.168.1.20都ping不通了，更别说httpd服务还能正常访问了。
请问这是正常的现象吗？
