Your Linux release version xubuntu 8.10 was expired and the update for your system doesn't support anymore.
Try the lastest Ubuntu relase 12.04 LTS which has a long term support peroid for five years.
If you don't be customed with the new desktop environment provided by the newest Ubuntu, you can try Ubuntu 8.04 LTS which get expired at 2013.

This time it works ,apt-get update is ok ,but when I wanna to install ssh by :apt-get install ssh

it note:
  ssh: depends on: openssh-server

then apt-get install openssh-server

openssh-server: depends on: openssh-client (= 1:4.7p1-8ubuntu3) but 1:5.1p1-3ubuntu1 is to be installed.

The reason why you can get the update information is that Ubuntu 8.04 (hardy) is currently in supported state. And the reason why you get the broken package dependency is that the software package for Ubuntu 8.04 is not suitable for your Xubuntu 8.10. So, you the the wrong message which I had no other methods to help you fix.
Try the old Ubuntu release repositories with the following links. The following articles were searched from the Internet and I can't ensure it works well.

Finally I want to say, the easiest answer is shift to a more newer Linux distribution which is currently in update supporting.
Just take about 20 minutes to install a new Linux operating system and you can get great benefit from it.
