if you need to maintain java in the database,you have to enable java option.but according commerial lincense is needed first.after the lincense is entered into properly, you can try to set this option available that will make config value as above value 1.if all complete successfully, the config value and run value will be both changed into 1 after ASE server is restarted.then you can go on your way.
