This means HSRP is tracking interfaces, such as Ethernet 0 or Serial 0, etc. When this tracked interface is Down, the priority will be reduced by 10 by default (150-10=140 in this case, and you can define your metric, such as 30, then 150-30=120), and so that it could force the primary router to become secondary because of the lowered priority.

This function is especially useful if primary/secondary routers have primary/backup WAN links. When the primary connection is down, HSRP group can switch over to the backup link.
