EACCES     A semaphore set exists for key, but the calling process does
                  not have permission to access the set, and does not have the
                  CAP_IPC_OWNER capability.

存在属于key为信号集，但是调用进程没有权限访问，且没有启用CAP_IPC_OWNER（CAP_IPC_OWNER功能： 越过IPC所有权检查）
