Sybase SQL Server, the precursor to ASE, originally used the Berkeley socket interface for its networking library and this is the network interface for most operating systems. TLI is significantly newer than and different from the Berkeley network interface.  The difference between TLI and sockets is like the difference between ct_lib and db_lib. TLI uses a different connect mechanism and has a different set of error conditions and messages.

TLI was introduced by AT&T in 1986 as part of AT&T UNIX System V Release 3. As its name suggests, TLI is a transport layer interface API. Unlike the socket interface, which relies on IP, TLI is protocol-independent. TLI is capable of providing transport service for protocols other than TCP/IP, such as SPX/IPX. TLI was modeled after the ISO Transport Definition Interface and provides an API between the OSI transport and session layers. TLI is implemented in System V Release 4  (SVR4) using the STREAMS interface.

Since TLI is not protocol-specific, it relies on two abstractions: a transport provider and a transport endpoint. A transport provider is a protocol- specific service such as TCP/IP. A transport endpoint is the network node with which you will communicate after establishing a connection.
