命令如下:
2611(config)# ip cef
2611(config)# access-list 102 permit ip host 192.168.0.15 any
2611(config)# interface f 0/0
2611(config)# rate-limit iutput access-group 102 128000 16000 16000 conform-action transmit exceed-action drop
2611(config)# rate-limit output access-group 102 128000 16000 16000 conform-action transmit exceed-action drop

CAR and DCAR can be configured on an interface or subinterface. However, CAR and DCAR are not supported on the Fast EtherChannel, tunnel, or PRI interfaces, nor on any interface that does not support Cisco Express Forwarding (CEF).

CEF must be enabled on the interface before you configure CAR or DCAR.

因为回来的数据包的目标地址是192.168.0.15，所以acl 102 match不上，自然就限制不了

access-list 103 permit ip any host 192.168.0.15

rate-limit output access-group 103 128000 16000 16000 conform-action transmit exceed-action drop
