During the upgrade to 5.1, VERITAS NetBackup (tm) tries to start up bpdbm and you will see the following error:

Resolution:
This is due to a missing OS patch for C++ runtime 5.0.2.0 that needs to be installed in order for NetBackup to work with AIX 4.3.3 servers.
To verify the issue, run oslevel -r to review the current OS level:

This shows the runtime at 4.0.2.0 and needs to be at 5.0.2.0.
Apply the patch x1C.rte 5.0.2.0 to the server in order to get this working.
This patch can be obtained from IBM.
