squid无法代理popo登录

freebsd7.0+squid2.6.STABLE16,squid通过ports安装，squid.conf文件如下：

目前浏览网页等服务均正常，只是网易的popo软件无法通过代理设置的用户名验证登录

偌大的cu竟然没人能回答？不是太简单了？麻烦各位抽少许时间验证一下，这个问题对我很重要啊
还有下面一个问题
下面两个语句有什么不同？
各会产生什么后果？

http_access deny !Safe_ports
http_access allow Safe_ports

仔细看看 squid 中文指南吧。
这两句的意思是：拒绝非安全端口，允许安全端口。和ipfiilter防火墙一样分包容式和排斥式。

我的意思是，在配置文件里，这两句的作用是不是一样的？
