oracle-xe htmldb乱码

我的那个oracle-xe本来显示不了中文，我于是根据网上某个方法修改字符集，方法是这样的：
shutdown    immediate

　　startup    mount

　　alter    system    enable    restricted    session    ;

　　alter    system    set    JOB_QUEUE_PROCESSES=0;

　　alter    system    set    AQ_TM_PROCESSES=0;

　　alter    database    open    ;

　　alter    database    character    set    internal_use    ZHS16GBK    ;

　　shutdown    immediate

　　startup


结果htmldb就显示乱码了，里面有部分英文如下：
