低级错误，新手注意，ORA-01031: insufficient privileges（closed）

创建数据库时，sqlnet是默认SQLNET.AUTHENTICATION_SERVICES = (NTS)，工作正常
现想修改为password文件验证模式，注释了该行
＃SQLNET.AUTHENTICATION_SERVICES = (NTS)
orapwd file=d:\pwd.ora password=password
登录失败
sqlplus SYS/password as SYSDBA
ERROR:
ORA-01031: insufficient privileges
把sqlnet文件改回去就没问题了

init.ora配置没问题
remote_login_passwordfile=EXCLUSIVE

怎么解决？

发现一个问题，重启listener后，
lsnrctl status检查发现还是os用户验证
安全性                    ON: Local OS Authentication
？？
