关于“ERROR: ORA-12571: TNS:packet writer failure”的问题

oracle 8i的数据库启动正常，但就是连不上，具体错误如下：

通过客户端sqlplus连接则提示“ora-12541: TNS:没有监听器”

请教各位大侠，这是为什么？？？

看看sqlnet.ora文件中有没有"Sqlnet.authentcation_services=(NTS)"这一行,如果有,注释掉看看如何.
