JOB DESCRIPTION

Job Title: Team Leader, System Development (Financial Market Tianjin Branch of a Big Foreign Bank)
Report directly to: SPM System Development - FM, GSSC China       
Location:  Tianjin, China

We need to hire 3 Financial Market System Development team leaders and 20-30 System Analysts and Programmers in Tianjin, China. The team leaders must have FM business knowledge, hand-on experience in Java or C++, Database, UNIX scripting, Project Management …. Etc.  For this position, we are also targeting oversea candidates, such as SG, HK, TW, USA, UK. (Candidates must understand/speak Chinese; he/she will be the main contact person between global team and local team).

Key Responsibilities:
•        Work closely with the PM to manage the project plan, financials, projections, issue/dependency tracking, resourcing, mitigate/control risks and timescales
•        Hands-on Team Leading of a small to medium size group (4-10 members) including planning, guidance, informal feedback, written appraisals, coaching and development.
•        Build relationships with key stakeholders: Business, fellow developments managers inside/outside FM, Infrastructure units etc.  Assist technology management to establish project scope and define priorities and timeframes.  Ensure the PSC and other stakeholders have a clear and common understanding of the project schedule, their responsibilities, scope, financials, progress and associated risks.
•        Understand and ensure compliance with the Bank processes, standards, guidelines and the project management framework, e.g. bank’s development methodology (QMF), managing the risk management, change control and quality processes.
•        Continually enhance the delivery of services to the business through the ongoing analysis of the business requirements as related to technology. Develop need based assessments, recommend solutions, and structure projects.
•        Manage the project planning and execution of development change requests.
•        Manage development and testing of in-house and vendor solutions.  Construct, engage and manage vendors as additional resource when required.  
•        Timely and clear communications to the stakeholder community.

Technical Skills:
•        Bachelor degree, major in Computer Science, Software Engineering, Telecommunication or related areas.
•        Rich experience in JAVA or C++, Unix Scripting, SQL, Sybase/Oracle, XML, Perl, .NET and Project Management, etc.
•        Minimum of 3 years experience in Financial Markets banking and finance industry.  Understanding of the specific FM product workflow across front office and middle office tiers.
•        Proven track record of at least 3 years working experience in management role involving large complex projects encompassing multiple technology platforms and architectures
•        Experience with all phases of the engagement life cycle including stakeholder management, business case development.
•        Experience in managing a team of 4 and up.
•        Track record of working with a  geographically diverse team
