请问，只有一个分区的U盘为什么被识别为sdb4,而不是sdb1?

我的硬盘被识别为/dev/sda1,2，这没啥说的
当我插入U盘（只有一个fat分区）后，U盘被识别为了/dev/sdb4,而不是/dev/sdb1
根据udev设备的命名规则，我找不到它被识别为sdb4的理由，请问这是为什么？
