Port Vxworks clock_gettime to gettimeofday

Actually, VxWorks can use the following thing to replace gettimeofday.

    ret = clock_gettime(CLOCK_REALTIME, &tp);
    srand( tp.tv_sec+tp.tv_nsec);
However, you can implement gettimeofday as following
