教育网，用清华镜像，yum升级错误（Cannot open/read repomd.xml file ）

我安装了FC6，网络是教育网，使用代理上网，/etc/yun.repos.d下只有一个清华的站点：

3. baseurl=ftp://ftp3.tsinghua.edu.cn/mirror/download.fedora.redhat.com/pub/fedora/linux/core/$releasever/$basearch/os

5. gpgkey=file:///etc/pki/rpm-gpg//RPM-GPG-KEY-fedora file:///etc/pki/rpm-gpg/RPM-GPG-KEY
   
6. gpgcheck=0

使用yum install libstdc++.so.5之后，报错：

ftp://ftp3.tsinghua.edu.cn/mirro ... epodata/repomd.xml: [Errno 4] IOError: [Errno ftp error] timed out

baidu和google了一下，没看到解决方案，所以前来求救！请各位帮帮忙。
