hi, I found your question on itrc. It is actually a bug with ignite. You will need to install the patch PHSS_27407 for 11.00 or PHSS_27406 for 11.11 to get it fixed.
From patch notes for PHSS_27406:

The make_tape_recovery, make_recovery, and make_medialif commands may fail with the messages "no space on the LIF volume" and "lifcp SYSCMDS failed, probable insufficient size for /var/tmp/uxinstlf.recovery".

The space allocation for the LIF volume was too small to accommodate growth of the install kernels. The size of the LIF volume was increased.

Try it and let me know the outcome
