Fabric Initialization
A switch port begins initialization from a U_Port by first
sending up to twelve Loop Initialization Primitives (LIPs)
If at least three LIPs are received at the port, it then becomes a
Fabric Loop (FL) port
If no LIPs are returned, the switch port will shut down and then
attempt OLD_PORT initialization (Link Initialization Protocol
for Point-to-Point) by sending a Non-Operational Primitive
Sequence (NOS)
If the Link Initialization Protocol-successful port will go into the
ACTIVE state as a Generic Port (G-Port) and transmit an
Exchange Link Parameter (ELP)
If no ELP response is received, the port waits for a Fabric Login
(FLOGI) to initialize as a Fabric Port (F_Port)
If not successful, the port will go back to LIP sequence three
times before shutting down and then re-checking every two
seconds
