In UNIX system, if a process is listening from a port. Could we prohibit the listenning from another process? Any strategy provided?

Look at the port in /etc/services file and comment it with \"#\".

But if the port has not appeared in the /etc/services file?

If there is no entry for the port in /etc/services file?
