dhcp服务器为什么无法启用

我在REDHAT AS 3.0下建立了dhcp服务器，请问配置以后怎样重启dhcp服务，又怎样才能测试此服务器可用，我在我们公司其中一个网段192.168.211.0建立的一个DHCP服务器，然后我再另个同网段的机器上自动寻找IP可我用ipconfig/all命令看到的却是另外一个IP和255.255.0.0的掩码！
