apache 运行cgi的问题

     apache运行cgi总是出现权限错误：
     
Forbidden
You don't have permission to access /cgi-bin/test.cgi on this server.

我的apache配置文件：

ScriptAlias /cgi-bin/ "/usr/local/development/httpd-2.4.3/cgi-bin/"


<Directory "/usr/local/development/httpd-2.4.3/cgi-bin">

    AllowOverride None

    Options Indexes MultiViews FollowSymLinks ExecCGI

        Order allow,deny

        Allow from all

</Directory>

AddHandler cgi-script .cgi .pl .py


User nobody

Group nogroup



etc/passwd ：

nobody:65534:65534:nobody:/nonexistent:/bin/sh



希望大家给点帮助，试了好多感觉差不多
跟ServerRoot有关么
