ntp服务器无法向下同步时间

新建的ntp服务器无法向下同步时间，查了好多资料都不行。
其他主机同步这台ntp服务器，提示：no servers suitable for synchronization found
用ntpdate -d命令提示：11 Sep 10:52:56 ntpdate[8166]: ntpdate 4.2.6p5@1.2349-o Tue Jun 23 23:48:53 UTC 2015 (1)
11 Sep 10:52:56 ntpdate[8166]: no servers can be used, exiting
防火墙也都关着，有哪位大神能帮忙看看

ntp服务器的ntp.conf文件配置：
