setuid,setguid 切换root 失败

1 root 执行svn co .... 成功checkout code
2 用build账号，通过setuid(0),setguid(0),切换成root ，通过get id的方式确定已经是root，但是执行svn co ...错误。

请问ROOT和切换成root 有什么区别?
