Go to Cisco web site and find appropriate documentations. Read through them and you will be fine. It is seldom to create a new vlan or a subnetwork. Troubleshooting is daily tasks. If you need to add a new vlan, telnet to the router and you will be in user mode. In the user mode you only can show the configuration of the router. If you want to set up a new vlan or modify the configuration, you need to enter enable and config mode. You might need different password for entering enable and config mode. In the config mode you can set up a new vlan using only two commands, which can be found in the documentation. When you need to do this, come here and we can give you more advice.
