为什么我运行make显示No targets specified

我把php3.4.2.tr.gz解压到php3.4.2目录，在目录下运行make，怎么提示

make: *** No targets specified and no makefile found.  Stop.


还有。。。听说rpm安装很简单，哪里有下载 gcc的rpm包？[我无法用光盘安装]

我用了这么个命令./configure --prefix=/usr/local/gcc-3.4.2

然后告诉我
