OVERALL PURPOSE
主要工作目标：
As Finance Manager East China [hereafter known as the “Region”]:
作为中国华东区（以下简称地区）财务经理，
i) To direct and to control all financial and legal matters relating to Reed Exhibitions (RX) and those subsidiaries, JVs & representative offices in the Region (as directed by Management) so that actions taken allow the Region to operate in the most efficient, cost effective and profitable manner and so that all statutory, legal and corporate requirements are met.
按照公司管理层的指示， 直接管理地区内公司和其分支机构、合资企业、办事处的所有财务和法律事宜，保证高效率、低成本、高收益地完成地区内业务，并保证符合国家相关
的法律规定。
ii) To participate in the management of and contribute to the overall profitability and long-term development of the Region.
参与为公司的盈利和长期发展为目的的管理工作。
iii) To participate in the strategic and business planning of the Region.
参加地区内战略和业务发展计划的制定。
PRINCIPAL ACCOUNTABILITIES
主要职责
The key responsibilities of the Finance Manager are:
1 Set-up, direct and control the finance function of the Region such that:
建立、管理、控制地区内的财务职能， 包括：
• The accounts of companies in the Region give a true and fair view of its financial position. 确保公司帐目真实、公正地反映公司的财务状况；
• The financial information of companies in the Region complies with all statutory and fiscal requirements and all specified requirements of Corporate, HQ and Governmental agencies.
公司财务信息符合国家相关财政规定， 并符合公司总部和政府机构的有关规定。
• Appropriate and accurate management information is available to the company Board and to HQ on a timely basis.
及时为公司董事会和总部提供准确的财务管理资讯。
• Appropriate controls, within the framework laid down by HQ, are in place to safeguard the assets of companies in the Region.
在总部规定的财务构架内，对公司地区内的财产进行管理， 确保其安全。
2 Develop appropriate analyses of past, present and forecast financial results, independent of country or regional management, to provide thorough explanation of performance and prompt, effective reaction to performance issues.
独立制作财务分析报告， 包括过去、现在和未来的财务分析， 提供完整的业绩说明， 高效及时地反馈业绩情况。
3 Provide guidance and advice to in-country financial management regarding policy, processes, systems and financial staffing and organisation.
为中国财务管理层提供有关政策、程序、系统、财务人员配置及组织结构方面的指导性建议。
4 Assist in the development of the Region’s business plan, including setting requirements for ‘bottoms-up’ budgeting, reviewing and analysing all submissions, generating recommendations re final budgets, consolidation and overall plan presentation.

5 Co-ordinate with China Corporate finance functions on matters pertaining to tax, treasury, accounting/reporting and the overall integration of finance affairs by country and Region. Respond on a timely and informed basis to questions and requests for analyses from the parent finance function via China Corporate office.

6 Develop close, co-operative working relationships with Finance Managers based in other parts of China and in Singapore so as to be able to provide & meet timely consolidated management reporting requirements.

7 Provide objective financial analyses, recommendations and support for corporate development projects including acquisitions, divestments, joint ventures and major new business initiatives when required. These activities will span business evaluation, due diligence process and business integration planning.

8 Assist in the Strategic Planning process, reviewing and analysing all submissions and participating in the development of overall business strategy for the Region.

SKILLS/QUALITIES REQUIRED OF THE JOB HOLDER
所需技能
The job holder should possess the following qualifications and skills:
Graduate from a local university majoring in accountancy/finance
本科以上财会专业毕业
Qualified accountant (CPA) in China
中国注册会计师
At least 7 years post-qualification experience in both external audit and accounting in commercial environment. Preference will be given to candidates with 3 or more years of audit experience, and 3 or more years of working in similar managerial capacity in a FIE setting. (Note: Candidates without minimum of 3 years managerial experience gained in FIE in recent years need not apply.)
至少7年外部审计及公司财会的工作经验。 3年以上的审计经验者或3年以上相关管理经验者优先考虑。（低于3年财务管理经验者将不予考虑）
Able to read, write and speak English.
具有较好的英文听、说、读、写能力
IT literate. Preference will be given to candidates with experience in using Hyperion reporting system.
会使用电脑。 使用过Hyperion财务系统者有限考虑。
He/she should have good analytical, technical and management skills and demonstrate a sound understanding of the commercial aspects of the business. When dealing with business units, he/she should have the strength of character to recommend and institute controls, corporate policies, and best practices and yet be sensitive to local operating issues.
