求教linux CVS连接数问题

OS: Redhat AS 3 Update 3
CVS:1.11.2
问题:
CVS启动Pserver服务,端口2401,运行时发现老是cvs服务中断,查看/var/log/message,显示如下信息:

Feb 10 19:30:39 dcd xinetd[31664]: Activating service cvspserver

用netstat查看,发现很多的连接是TIME_WAIT,大概几百个
# netstat -an|grep 2401
tcp        0      0 0.0.0.0:2401                0.0.0.0:*                   LISTEN      
tcp        0      0 192.24.1.74:48629         192.24.1.74:2401          TIME_WAIT  
                                             ............................
                                             ............................
