A "silo overflow" happens when input to a serial line comes in faster than the computer can process it.
The "silo" referred to is a hardware input buffer associated with a serial port. The serial line hardware (e.g., ALM board) detects when the buffer overflows and sets a bit in a status register to warn the computer that some incoming data was lost on a given line.
