关于RAC 一个结点gsdctl start 不能启呀

关于RAC gsdctl start 不能启呀
gsdctl start 不能启呀

oracm两个启动都能启，用lsnodes 两边都能看到
可是
一个节点的gsdctl 能启，而另一个不行呀，

[oracle@rhel2 ~]$ ps -ef|grep oracm

GSD is not running on the local node
[oracle@rhel2 ~]$ gsdctl start
Failed to start GSD on local node
[oracle@rhel2 ~]$ srvconfig -init
[oracle@rhel2 ~]$ gsdctl start
Failed to start GSD on local node
