apache 1.3.27 compile problen on solaris8 x86

I download src of apache 1.3.27 from www.sunfreeware.com,when configure ,I met the following problem:
./helper/TestCompile:make: not found.

I use the following configure command:
./configure --prefix=/usr/local/apache --enable-module=so --enable-shared=max  --with-layout=Apache

# PATH=$PATH ：/usr/ccs/bin
# export   PATH

Thanks!But I met another problem as following:
Error Output for sanity check ========
cd ..; cc  -DSOLARIS2=280 -DUSE_EXPAT -I./lib/expat-lite `./apaci`     -o helpers/dummy helpers/dummy.c   -lsocket -lnsl
/usr/ucb/cc:  language optional software package not installed
*** Error code 1
make: Fatal error: Command failed for target `dummy'

download and install gcc from www.sunfreeware.com  first

It works after installing gcc and put /usr/local/bin into PATH.
I have another post for the intergation problem of apache and tomcat in this solcaris forum.Any advice?
