There are diffenent ways to implement CoS management, including Classifcation & Marking, Congestion avoidance, etc.

DSCP ( Differentiated Services Code Point) is an efficient way to implement CoS. Firstly, you classify traffic (based on such as Ip, etc) using class-map command, then defind policy-map with that, finally,  apply policy-map just defined to router interfaces. Generally used classes are D1, D2 and D3.
