openssh非root用户不能登录的问题

下面是我服务器上的配置文件(/usr/local/ssh/sshd_config)
问题是:非root用户不能登入,我用的是putty作为客户端,puttygen生成密钥对然后把公钥传到linux上的test用户目录下,文件用ssh-keygen -i -f sshkey > /home/test/.ssh/authorized_key转化的.把这个文件cp到/root/.ssh/下,用root用户可以验证并登入.用户test则不行.请高手指点......

putty显示错误:server refused our key ,no surported authetication methods left to try,connection closed by remote host.
