/etc/issue由哪个文件或程序调用?

为了安全我删除了/etc/issue文件,但每次重启后,这个文件都会存在,估计是系统重启时它自动由哪个文件或程序生成,请教

想显示信息用/etc/motd不就行了.
/etc/issue会显示一些系统版本的信息.我如何才可以真正删除这个文件?

这是两个不同用途的文件
issue是当用户从文本模式登录系统后显示的系统信息
motd是管理员想用户发送的消息信息,(Message Of The Day)
