MOTD(5) Linux Programmer's Manual MOTD(5)
NAME
motd - message of the day
DESCRIPTION
The contents of /etc/motd are displayed by login(1) after a successful
login but just before it executes the login shell.
The abbreviation "motd" stands for "message of the day", and this file
has been traditionally used for exactly that (it requires much less
disk space than mail to all users).

NAME
issue - pre-login message and identification file
DESCRIPTION
The file /etc/issue is a text file which contains a message or system
identification to be printed before the login prompt. It may contain
various @char and \char sequences, if supported by mingetty(1).

Linux 1993-07-24 ISSUE(5) MINGETTY(8) Linux Programmer's Manual MINGETTY(8)
NAME
mingetty - minimal getty for consoles
SYNOPSIS
mingetty [--noclear] [--nonewline] [--noissue] [--nohangup] [--nohost-
name] [--long-hostname] [--loginprog=/bin/login] [--nice=10]
[--delay=5] [--chdir=/home] [--chroot=/chroot] [--autologin username]
tty
DESCRIPTION
mingetty is a minimal getty for use on virtual consoles. Unlike
agetty(8), mingetty is not suitable for serial lines. I recommend
using mgetty(8) for this purpose.
OPTIONS
--noclear
Do not clear the screen before prompting for the login name (the
screen is normally cleared).
--nonewline
Do not print a newline before writing out /etc/issue.
--noissue
Do not output /etc/issue.
