If you look through your hardware paperwork you will find something
called an "Interactive Feature".  There is a specific amount of
interactive capacity available depending on what feature your company
purchased.  For instance, you could have a machine with a processor
capable of 1000 CPW and an interactive feature code which allows for 120
CPW to be used for 5250 Interactive processing.  When your interactive
workload exceeds the threshold, your interactive workload will bog down
as though your entire processor was overloaded.
