我要用windows下的jbuilder9读一个在linux上用c语言写的文件，出来的是乱码。是什么问题阿？程序如下：

    byte[] b=new byte [8192];
    String ss;
    if (fileIsOk.exists()) {
      try {
        DataInputStream in = new DataInputStream(new FileInputStream("readyqueue");
        in.read(b);
        ss = new String(b);
        System.out.print("char   "+ss+"\n";
        in.close();

        System.out.println("file";
      }
      catch (IOException le) {}
    }
    else {
      System.out.println("File is not exist.";
    }
