关于限制IP登陆的问题

主机环境为redhat as3，要限制IP的登陆，hosts.deny设置为：
/etc $ >; cat hosts.deny
#
# hosts.deny    This file describes the names of the hosts which are
#               *not* allowed to use the local INET services, as decided
#               by the '/usr/sbin/tcpd' server.
#
# The portmap line is redundant, but it is left to remind you that

hosts.allow的设置为：
/etc $ >; cat hosts.allow

# hosts.allow   This file describes the names of the hosts which are
#               allowed to use the local INET services, as decided
#               by the '/usr/sbin/tcpd' server.

all:127.0.0.1 10.175. 192.168.31.163 134. 10.178.136.

但设置并没有起作用，请问是怎么回事呢？

要使hosts.deny和hosts.allow这两个文件生效需要启动服务吗？在网上找了一些文章，该两个文件需要portmap服务，但我这个服务已经启动了。可是一些不允许访问的IP还是可以访问。
