我现在考虑所设计的系统要能跨数据库和操作系统双平台。数据库如果postgresql不能胜任，就改成Oracle。操作系统在少量数据的环境中，可以使用Windows;在海量数据的环境中，使用Linux或BSD（有没有Linux与BSD选择的建议？）。使用B/S结构。开发语言可能选择PHP,使用PDO or ADODB做数据接口。数据操作与页面表现层分离（用smaty，或自己写模板引擎）。
报表用pdflib+自定义函数。（不知PHP下有没有更好的实现精确格式报表的方法？JSP下呢？）

夸张了点吧，没有商业支持，出了问题找谁去。责任就是生产力的保证呀。

我同意你的观点，最好不要让领导在出事的时候没谁的脖子可掐

比银行都重要的话，那预算应该不是问题，没有必要冒这样大的风险
