Well, the point is not that whether that combination is possible, the point is the context in which you use this expression.
Like in your case, "just to improve..." is actually a short version of "it is just to improve...", which emphasises on the goal of an action.
Where in case of "just improve...", it emphasises on the action.
They are not interchangeable. e.g., for Nick's slogan "just do it!", you can't say "just to do it."
